State Incentive to Give

Billions of Nebraska dollars are leaving the state forever with the transfer of wealth to heirs who don't reside here. Now, Nebraska has a new incentive to encourage donors to invest a portion of their estate in Nebraska's nonprofit organizations and foundations.

Effective January 2006, LB 28, which was signed into law in June, will allow a Nebraska charitable tax credit for irrevocable planned gifts and outright gifts to the permanent endowments of Nebraska-based nonprofits with 501 (C) (3) designation, including the Blair Public Library Foundation.

Senator Matt Connealy, who introduced LB 28, said the new Nebraska tax credit will encourage Nebraskans to think of Nebraska nonprofits first when they make their charitable giving decisions.

LB 28 Details:
• A maximum annual credit of $10,000 for individual Nebraska taxpayers and corporations doing business in Nebraska and paying state corporate taxes.
• A 20% credit for outright gifts from corporations.
• A 30% credit for the present value of irrevocable planned gifts from individuals.

The Blair Public Library Foundation is a charitable, non-profit organization whose goal is to enhance the services, offerings and facilities of the Blair Public Library beyond the budgetary constraints of local government.

The Foundation does so by providing a means for people who have a special affinity for the library to contribute funds toward projects through gifts, estates and fundraising activities. Gifts of any size are accepted.

Established in 2002 as a recognized 501(c)3 corporation, the Foundation allows donors to receive the appropriate tax benefits for those gifts the Foundation receives.

As a Foundation, we also encourage and accept memorial gifts for the Library which may be designated to purchase additional books or put toward other special projects.

The Foundation is actively involved in securing funds for future projects to benefit the Blair Public Library. Such projects may include new shelving, books, equipment, circulating materials, and even possible new or expanded facilities.
